Whining customers are one thing you might not be able to fix but a whining power steering system should be easy. Diagnostic Steps Performed/Parts Replaced
Checked vehicle and confirmed that power steering is whining. Checked fluid level and it is not low. No leaks found in system. Replaced power steering pump with aftermarket unit but still whines. Signs of bubbles in reservoir.

Replace the line from the reservoir to the pump. If they get hard they won’t leak fluid but the will suck air. Very common problem on Honda’s.
Cause
Line from reservoir to pump sucking air.
Correction
Replaced line from reservoir to pump, ran until air in fluid disipated. No more whining noise in steering.
